Below are the rules and regulations for the 1996 North Carolina Junior Beef Shows at the N.C. State Fair. The deadline to nominate steers and heifers is May 15th. This date has not changed from previous years. One date that has been altered is the deadline date of possession and/or care for heifers. That has been changed to July 15. This was changed to more easily facilitate the calf projects and the prior situation of weaning early.
Nomination forms for both steers and heifers can be obtained from your county agent. Nominations will be accepted on these forms ONLY. Please fill them out and return to the N.C. State Fair address on the forms.
Open to exhibitors under 19 years old as of October 18, 1996, all of whom must be residents of the State of North Carolina. Exhibitors are allowed to nominate four steers to the State Fair Office by May 15. Steers may be identified by tattoo, bled for DNA, urine sampled for steroids or nose printed by representatives of the NCDA from May 15, 1996 to October 27, 1996.
Steers must be in possession of exhibitor by May 15, 1996. Steers may be shown in county or district shows within the State of North Carolina prior to being shown at the N.C. State Fair. Any exhibitor may exhibit out-of-state upon written approval by the superintendent and only when the steer is exhibited in the North Carolina resident's name. Otherwise, all steers must be fed in North Carolina from May 15, 1996 to October 18, 1996 by the exhibitor.
If a junior has more than one steer in a class, the other steer must be shown by a junior approved by the show superintendent.
Each exhibitor is limited to two steers. Each steer must weigh 1,000 pounds or greater and no reweighs will be allowed.
Each Junior exhibitor MUST fill out his/her OWN entry form.
CHECK-IN PROCESS - Steers may be mouthed, ear-tagged, re-tattooed, bled, urine sampled, or nose printed on October 17, 1996, from 10:00 a.m. to 3:00 p.m. at the west side of the Graham Livestock Building. Steers can have two permanent teeth, all other teeth must be baby teeth and in place.
Classes will be broken by weight so that a relatively equal number of steers are in each class. Any steer not passing the proper tests (urine sample, blood, nose print) will be disqualified.
Steers must be halter broken and dehorned. Unruly animals which may endanger the safety of exhibitors may be asked to leave the ring.
Entries are due no later than September 15, 1996. This rule will be enforced.
Steer classes will be shown Friday, October 18, 1996, beginning at 9:00 a.m.
Exhibitors MUST designate if the steer will be sold when the steer is weighed in on October 17, 1996.
Exhibitors will furnish feed for all their animals during the Fair until animals are turned over to their buyers at 8:00 a.m., Sunday, October 20, 1996. Champion and Reserve Champion will be kept on display for the duration of the Fair. Exhibitors of Champion and Reserve Champion will be responsible for grooming steers daily.
All steers entered in the Junior Market Steer show must be tied in the area of the Livestock Barn designated for Junior Market Steers during the fair. Premiums on steers tied in other areas will be forfeited.
All exhibitors are automatically entered in the Beef Super Showperson Competition. Refer to the Beef Super Showperson Award section.
Any artificial means of removing or remedying physical defects or conformation in exhibition animals, including the use of steroids and other drugs, as well as lifting, dyeing or filling under the skin will be considered fraud and deception. The North Carolina State Fair Management reserves the right to test the grand and reserve champion steer, and to conduct other random testing as deemed appropriate. The grand and reserve champion may be sampled at the fair. Exhibitors involved in any such treatment will be barred from exhibition at this Fair, and all Fairs holding membership in the International Association of Fairs and Exposition will be notified.
The Superintendent reserves the right to inspect the cattle premises at any time between May 15 and October 17, 1996.
The NC State Fair livestock show officials reserve the right to inspect the steers and implement an identification program for the steers after they are entered in the Fair.
Any question not covered by these rules will be ruled on by the Superintendent.

Mileage Payments
The State Fair Management will pay mileage compensation for animals exhibited in the Junior Steer Show as outlined here. Payment will be made for each animal based on the distance (one-way) between the county seat of the county involved and Raleigh. For computing mileage, the official Highway Map issued by the State Dept. of Transportation will be used. Payments will be made on the basis of $0.10 per mile per animal.
Exhibitors must nominate heifers by May 15, 1996 (next year this date will change to July 15). Exhibitors are allowed to nominate four head per breed. Tattoos may be checked by the N.C. Department of Agriculture.
All heifers accepted must be checked in between the hours of 1:00 p.m. to 5:00 p.m. Thursday, October 17, 1996. Heifers will be checked for tattoo against registration papers. Registration papers must accompany all heifers entered in classes A, B, D, E, G, H, I J. All heifers entered are subject to being mouthed.
Heifers must be in the exhibitor's care and possession by July 15, 1996. Ownership by exhibitors is not required; however, a letter from the owner certifying that the heifer has been under the care of the exhibitor MUST accompany the completed entry form. If letter is not present the heifer is not entered. Heifers may be shown in county or district shows within the state of N.C. prior to being shown at the NC State Fair in the NC State Fair exhibitor name. Any exhibitor may exhibit out-of-state upon written approval by the superintendent (1996 Chuck Miller) and only when the heifer is exhibited in the North Carolina State Fair youth entrants name. Otherwise, all heifers exhibited at the 1996 NC State Fair Jr. Beef Heifer Show must stay with the exhibitor from July 15, 1996 to October 17, 1996.
Open to North Carolina residents under 19 years of age as of October 18, 1996.
Exhibitors will be allowed to enter three heifers per breed but will be limited to exhibit two of the entries per breed in the Heifer Show. No SUBSTITUTIONS will be allowed.

HEALTH: The general health rules outlined for the Livestock Department will apply.
Entries for Junior Beef Heifer Show MUST be on separate entry forms.
Any listed breed with less than 15 head entered in the Junior Beef Heifer Show will show in the Commercial classes. Any breed that falls to show a minimum of 15 head for two consecutive years will be dropped from catalog.
If a junior exhibitor has more than one heifer in a class, the other heifer must be shown by a junior approved by the show superintendent.
Heifer show will be held on Saturday, October 19, 1996, beginning at 3:00 p.m. British cattle and exotic cattle (including British Commercial and Exotic Commercial) will be exhibited in separate show rings.
Exhibitors will furnish feed for all their animals during the Fair until animals are released at 10:00 a.m. Sunday, October 20, 1996.
All exhibitors are automatically entered in the Beef Super Showperson Competition. Refer to the Beef Super Showperson Award section.

The objective of the Beef Super Showperson Award is to provide recognition to youth that have developed proper showmanship skills through work with their livestock projects. These skills will be evaluated separately from the quality of the animal shown while the youth exhibit an animal in the Junior Market Steer and Heifer Shows. The showperson judge, a second official, will select the youth solely on their showmanship ability.
Youth are automatically entered into this showmanship competition. Youth must exhibit the animal they entered to be fully eligible for the award. Youth that show for another exhibitor will NOT be eligible.
Recipients of the Super Showperson Award will be recognized at the conclusion of each class. A one time monetary award of $25.00 and a Beef Super Showperson pin will be provided by the NC State Fair to each exhibitor honored. Youth may be recognized in more than one class if circumstances merit the award.
Youth to be recognized will NOT be a set number. No minimum or maximum quotas exist. The showmanship judge will simply recognize all youth that are deserving of the Super Showperson Award.
Special prizes will be awarded in contests for herdsmen, shepherds and caretakers of animals in all livestock departments. All Herdsmen will automatically be considered entrants and no special entry is required. Judges will be assigned by the Livestock Director. The contests will start at a time designated by each Department.

Rules for Entry Forms
In addition to the nomination form, A LIVESTOCK ENTRY FORM IS REQUIRED. This form is located in the back of the 1996 N.C. State Fair Premium Catalog. Additional forms can be obtained from the Entry Office at the address below.
Use one entry form for EACH EXHIBITOR and a separate entry form for EACH SHOW.
These entries must include each exhibitor's name, full mailing address, phone number, county, Social Security number, and number of animals to be entered. Entry forms MUST be completely filled out to be accepted.
